1. Read the passage and answer the
questions given below:
Terai districts have topped the charts of Nepali workers leaving the
country for foreign employment. That is not all; government reports show that Individuals
going abroad for jobs from the Terai districts including Dhanusa, Jhapa and
Morang is in an upward trend.
A total of 21,580 individuals, including 53 females, left for 13
countries from Dhanusa, who also becoming the top worker supplier from Nepal to
international Labor markets, in the last fiscal year 2013-14.Jhapa and Morang
that are also considered good in domestic industry sector, sent 18,831 and
18,018 workers, respectively.
Similarly, Siraha and Mahottari sent 17,362 and 15,764 individuals for
foreign employment in the last fiscal, standing as the fourth and fifth worker
suppliers. The department of foreign employment (DoFE) said that a total of
445,710 individuals, including 14,813 women, acquired institutional labor
permits to work in foreign job destinations in the last fiscal year, through
mediation of foreign employment agencies.
DoFE data does not include those individuals who left for overseas jobs
through their personal approach acquiring” individual labor permits”. According
of DoFE officials, Departure of workers from terai region has been increasing
because of comparatively higher population there, poverty and lack of
employment opportunities.
Of the total 26.49 million populations (census 2011) of the country, over
half of them reside in terai region. Studies have shown that migration for jobs
abroad has been increasing in the terai districts from where people are already
working in foreign labor destinations. The region is good in term of
agriculture, road connectivity and industry; however, increasing migration
trend for jobs indicates that youth are more attracted to foreign employment
due to the influence of those who have already migrated.
Industrialist said that there are cases where workers have left their jobs
and opted for foreign employment. “Migrant workers returning home have also
joined industries and the performance of such workers is better,” said Manis
Agrawal, vice-chairman of employer’s council of federation of Nepalese chambers
of commerce and industry (FNCCI).
Despite the rise in departure of potential workers, domestic industries
have not witnessed any shortage of labor so far as the size of operational
industries is small compared to workers entering the labor market. Agrawal said
that labor migration from different parts of the country, irrespective of
districts, is a result of failure to increase economic activities, investment
and operative new industries to create jobs in the local labor market.
Each year, 400,000 plus labor force enters the local labor market. As per
DoFE, lowest migration to international labor destinations was recorded from
Dolpa district in the last fiscal year. The district supplied only 23
individuals, including a woman to six countries.
Even as the number of workers being supplied is low from hilly and
mountainous district, labor migration to third (except India) from districts
including Dolpa, Mustang, Mugu, Humla and Jumla is also increasing. Mugu which
has witnessed departure of 51 individuals in fiscal year 2014-12 sent 145
workers in the last fiscal.

of the Programme, write a directive memo to the class representative of all the
semesters to make the programme successful.
